Staatsbürgerschaft ? / Nationality ? video, DVD PAL, 8min, Deutsch/Englisch, 2003

Mein Diplomabschluss an der Wiener Kunstuniversität soll mir, gemeinsam mit einigen Empfehlungsschreiben etablierter Persönlichkeiten aus der Kunstbranche, dazu verhelfen, die Österreichische Staatsbürgerschaft im “beschleunigten Verfahren”, also vor Ablauf der Mindestwartezeit von zehn Jahren, zu erhalten. Wird es mir gelingen? Und wozu ist das eigentlich notwendig? Die ökonomischen Prozesse im Zentrum von Globalisierung und EUropäischer Integration führen zur Verschiebung und Redefinition von Grenzen, zu Migrationsprozessen und werfen Fragen nationaler Identität und Bürgerschaft neu auf. Die bestehende nationalstaatliche Bürgerdefinition etwa in Österreich schließt MigrantInnen weitgehend von politischer Partizipation aus, und drängt sie zu einer Reihe von Handlungen, die sich stets an oder jenseits der Grenze der Illegalität bewegen, um ihr Bleiben zu sichern.
KünstlerInnen geht es dabei noch relativ am besten: Als diplomiertes „unternehmerisches Individuum“ im kreativen Sektor und nicht EU/EWR- Bürgerin in Österreich erlaubt mir der Staat Aufenthaltsrecht und Teilnahme an den örtlichen Lebensbedingungen – allerdings unter der Bedingung, dass ich „rentabel“ bin.
Um diesen prekären Status zu verlassen, ist das Ansuchen um Staatsbürgerschaft, das nach 10 Jahren Aufenthalt im Land möglich wird, eine pragmatische Möglichkeit. Die Überlegung ist ganz nüchtern: Eine Re-nationalisierung meiner Identität würde mir gleichberechtigte Lebenschancen als Unionsstaatsbürgerin in EUropa verschaffen.
Das Video ist eine Dokumentation des behördlich geforderten Sammelns von Nachweisen, dass ich der neuen Nationalität „würdig“ bin, und gleichzeitig die Abschlussarbeit für das begehrte Diplom.

My diploma at the Vienna University of Fine Arts shall help me to obtain Austrian Citizenship. Together with letters of recommendation by well known personalities from the art scene, I will use it to apply for citizenship in fast track procedure, that is before the prescribed ten year waiting period. Will I succeed? And why is all this necessary anyway?
The economic processes at the heart of globalization and EUropean integration lead to a displacement and redefinition of borders, and to migration. And they put the established notions of national identity and citizenship into question. The prevailing definition of citizenship for instance in Austria excludes migrants from political participation to a large extent. And it forces them to a variety of acts on or beyond the border of illegality, in order to secure their stay. The position of the artists among them is a relatively comfortable one: As a graduated „entrepreneurial subject“ in the creative field from outside the EU/EEA, the Austrian state allows me to stay and enjoy the local living conditions – as long as I am profitable.
To leave this precarious status, applying for citizenship is a pragmatic way out. According to Austrian law, this is possible after having stayed 10 years in the country. My calculation is unemotional:
A re-nationalisation of my identity would give me access to equal living conditions as a citizen of the European Union.
The video documents my collection of the required documents, to prove that I am „worthy“ of Austrian citizenship, and at the same time it serves as my diploma thesis for the University.
